Position Overview:
Reporting organizationally into the HSE Manager and functionally into the construction leads, the HSE Engineer will assist in developing, implementing and managing the health, safety and environment management system on a major rail project. The successful candidate will also be responsible for ensuring that the project safety plan meets the HSE goal of “project zero incidents”. The project safety plan will be cover a number of locations which operate as separate and distinct construction operations requiring the integrated supervision of programs. The HSE Engineer will provide a coordinated plan for the overall project whilst ensuring that prevailing safety requirements at each location are adhered to.
Key Responsibilities:
- Ensuring that the project heath, safety, environment plans reflects project policy
- Advising and assisting the senior construction site representatives in the establishment and management of the job site HSE programs
- Identifying, eliminating and controlling any hazards to persons, environment, community and property
- Providing a coordinated plan for the overall project which complies with the prevailing HSE local regulations and international standards requirements at each location
- Representing management and the HSE Manager on during safety inspections of the construction job sites
- Advising and assisting the HS&E Manager in establishing and managing the job site safety program, identifying and eliminating, controlling any hazards to persons and property
- Inspecting the job site and conducting risk assessments to detect and correct HSE hazards
- Regularly inspecting the job accident, near misses and other site activity records and preparing job accident reports
- Periodically preparing weekly and monthly HSE audit report of these records
- Receiving, reviewing and distributing safety inspection reports with recommended corrective actions, following up closeout of any non compliance reports and reporting back to the HSE Manager
- Acting as an efficient member of the HSE Committee and Evacuation & Emergency Team
- Conducting HSE induction training to the project employees
- Providing first aid care to occupationally injured or ill personnel
- Preparing HSE Alerts and participating in preparing HSE meetings and health, safety, security and environment (HSSE) campaigns
- Performing other responsibilities associated with this position as may be appropriate
