
The HSE Manager is responsible for assisting in the development, maintenance, reporting and internal auditing of Lipman’s HSE management systems. This person must be self-motivated, able to work unsupervised and willing to work across several projects concurrently.
This position involves regional travel and overnight stays.
The HSE Manager will also be required to assist project teams on site as necessary.
Core skills required:
· Comprehensive working knowledge of the Work Health & Safety Act and Regulations
· A working knowledge of the Environmental legislation (POEO Act).
· Auditing HSE systems.
· Incident Investigation and reporting.
· Ability to develop and deliver a training plan/program.
· The ability to effectively communicate with all levels of personnel involved in a project including external parties.
· Able to deal with conflict in a professional and effective manner.
· Communicate safety policies and procedures to staff, monitor compliance to these systems and provide advice and assistance to staff as required.
· Work with the Group Manager - HSE, senior management team and Project Managers to achieve nil lost time injuries on site.
· Liaise with external authorities (such as SafeWork NSW, certification bodies, etc.) as required.
· Liaise with peers and colleagues to learn and develop a better understanding of ongoing Company activities.
· Utilise the contractual correspondence platform for undertaking formal correspondence.
· Able to effectively correspond with Subcontractor’s management team in relation to HSE issues.
· Provide a HSE leadership reference point for project personnel.
· Monitor for signs of workplace psychosocial hazards, bullying, harassment etc. and where potential issues are identified raise in the first instance with the Project Manager.
· Review and identify training needs and competencies.
· Develop and deliver in-house training courses in response to trends in safety performance data and changes to safety systems (e.g. Toolbox Talks, Manager/Supervisor WHS induction training) as required.
· Organise external training as required upon approval by the relevant Line Manager.
· Assist in managing the rehabilitation and return to work of injured Lipman project staff, as required.
· Participate in performance and development reviews with project team as required.
· Take any reasonable actions consistent with the responsibilities of the position and subject to any limitations set by the responsible Line Manager or as applicable to the project and Lipman’s policies, procedures and guidelines.
· Lead by example to improve efficiency, safety and environmental performance, project quality and/or reduce cost.
· Be conversant with, and comply with Lipman’s management systems, including statutory requirements.
· Initiate appropriate action to prevent the occurrence of incidents or non-conformities relating to Lipman’s activities.
· Control activities and processes in which deficiencies or issues have been identified until corrected.
· Investigate and recommend solutions for issues identified as required.
· Initiate, action or recommend solutions to rectify deficiencies or issues in a timely manner.
· Verify actions taken to resolve such deficiencies or issues are effective.
· Implement and maintain the requirements of the Project Plan in consultation with the Project Manager and Group Manager – HSE.
· Analyse safety data, trends, and outcomes, to develop and implement strategies and systems to continually improve HSE performances.
· Assist in developing, implement, maintain, and make recommendations for improvement of the company HSE management systems to maintain its relevance and effectiveness.
· Assist the Group Manager – HSE in developing HSE programs across the company to Elevate Safety and Environmental standards.
· Provide technical support and advice on HSE legislation, code of practices and other statutory requirements.
· Provide safe work methodologies, safety systems information, etc. for tender submissions as required.
· Organise and conduct new Project Risk Review meetings.
· Assist in developing and reviewing Project Risk Assessments.
· Monitor suitability and compliance with SWMS’s on site.
· Monitor the use and appropriateness of PPE and other safety equipment.
· Participate in and advise project Health and Safety Representatives & Committees.
· Facilitate or assist in incident investigations, review reports, and follow up on actions required in accordance with company procedures.
· Conduct hazard inspections and follow up on issues to ensure timely resolution.
· Develop relevant HSE information and updates (e.g. Safety Alerts/Bulletins).
· Communicate relevant HSE information and updates (e.g. Safety Alerts/Bulletins) to staff.
· Perform internal systems audits to verify compliance to Lipman’s systems and its effectiveness and follow up on non-conformances raised to ensure timely resolution.
· Participate in scheduled external audits to ensure safety accreditations and certifications are maintained.
· Assist in preparing site HSE reports when required.
· Review project issues/achievements with the relevant Regional Manager/Construction Manager at least monthly.
· Organise and present company safety awards to project teams.
· Identify and record issues relating to incidents, hazards, non-conformances, or Lipman management systems.
