Position Summary
We are seeking a Program Lead to assist the Bureau of Indian Affairs (BIA) in planning, preparing, and executing the modernization and recompete of the Trust Asset and Accounting Management System (TAAMS), a mission-critical platform for land, title, leasing, and trust management operations, with a focus on Probate support and initiatives for the Alaska regional office.
This role serves as a key technical and program liaison, advising leadership and the Contracting Officer’s Representative on system modernization, acquisition planning, and transition strategy. The ideal candidate will bring experience supporting federal system modernization efforts and working across technical, acquisition, and business stakeholders to drive alignment and execution, while also supporting Probate initiatives, including eProbate within eNativeTrust, to ensure coordinated planning, stakeholder engagement, and successful delivery across the broader Department of the Interior (DOI) environment.

Essential Duties and Responsibilities
The following inexhaustive list of duties represents a sample of work routinely performed by this role:
- Provide technical expertise on TAAMS functionality, system processes, dependencies, and risks, as well as related Probate and modernization initiatives
- Conduct technical assessments and recommend mitigation strategies to support transition and implementation planning
- Support acquisition planning activities, including development of Independent Government Cost Estimates (IGEs), budget justifications, and acquisition documentation
- Liaise with acquisition, budget, and technical offices to ensure timely and accurate preparation and submission of required materials
- Coordinate with current TAAMS vendors to identify risks, issues, and transition requirements
- Ensure government stakeholders maintain situational and technical awareness to achieve program objectives
- Develop and deliver daily and weekly status reports, leadership briefings, talking points, and executive updates

- Provide cross-functional coordination and liaison support across IA leadership and the broader Department of the Interior (DOI)
Education, Experience, and Technical Skills

- Bachelor’s degree or equivalent professional experience
- Minimum of ten (10) years of relevant experience in technical, program, or acquisition support roles
- At least two (2) years of experience supporting federal agencies
- Demonstrated experience with enterprise systems (preferably TAAMS or similar systems supporting land, asset, or trust management)
- Strong understanding of federal acquisition processes, documentation, and budgeting practices
- Experience developing IGEs, acquisition packages, and budget justifications
- Proven ability to assess technical risks, dependencies, and system impacts, and recommend mitigation strategies
- Experience coordinating with vendors and managing transition planning activities
