This position would support the Route 66 Commission which is comprised of State Legislators, agency directors (or their designee) and stakeholders.
RESPONSIBILITIES:
Act as a point of contact and subject matter expert for assigned programs/projects.
Review financial documents and applications to ensure compliance with program rules.
Design specialized training for grant applicants and/or recipients as necessary.
Ensure compliance with applicable laws.
Review and assess grantee performance through the analysis of various financial and programmatic documents.
Review various financial documents from grantors and other parties to identify duplication of benefits.
Write or review reports on problems found, corrective action to be taken, and establish due dates for resolving the identified problems.
Work with state programmatic, fiscal, and grantor staff to ensure the successful closeout of all assigned grants.
Monitor and direct traffic on the grant portal including the compilation of grantee projects and information for the Route 66 Commission.
Initiate and administer disbursements of grant dollars to awarded grant recipients.
Attend, schedule, create agendas and take minutes for the Route 66 Commission meetings. Update commission members on monetary and project issues as well as project completion.
Some in-state and out-of-state travel may be required.
Assist with the development of administrative rules as requested by the Commission.
Administer approved grants, which includes, but is not limited to, (1) preparing grant contracts, (2) oversight, monitoring, review, and approval or denial of payment requests, and (3) determining appropriate payment methods.
Post required meeting notices to the Secretary of State website in accordance with statutory requirements.
Maintain and manage the Commission’s designated email address.
Coordinate with Lieutenant Governor’s office to create the annual report.
Additional duties as assigned.
KNOWLEDGE AND SKILLS
The following skills and traits are required:
Knowledge of applicable federal and state laws about grants, general accounting knowledge, and the ability to analyze budgetary and accounting data to verify the accuracy of financial information.
Knowledge of programs related to supporting and implementing economic development and community projects.
Ability to identify patterns and anomalies in financial and programmatic documents such as timesheets, general ledgers, and invoices.
Excellent written/oral, logistical, organizational, and customer service skills.
Ability to present material to a group, teach audience members, and answer questions.
Candidates must have proficient software and computer skills for communication, data, and project analysis. Software includes general Microsoft Office products.
Must be curious, flexible, and willing to learn.
EDUCATION AND EXPERIENCE
A bachelor’s degree from an accredited college or university, preferably in Accounting, Public Administration, Community Planning, or any related field, is required.
At least three years of professional experience developing state plans, ensuring project management, financial management/accounting, or an equivalent combination of education and experience are required.
The ideal candidate will have a strong interest and experience in economic and community development, or other related fields.
