Project Manager – Labor Strike & Crisis Response
Location
Flexible / Onsite as Required (Travel Required During Active Events)
Role Summary
The Project Manager – Labor Strike & Crisis Response serves as the central orchestration lead for labor strike events and related crisis operations. This role does not function as Incident Commander, but instead plans, coordinates, and project‑manages the full strike response effort, working in close partnership with Operations, Labor Relations, Legal, HR, Security, Logistics, and Executive Leadership.
The Project Manager is onsite during active labor strike events, ensuring disciplined execution, strong logistics coordination, clear communication, and structured governance across rapidly changing conditions. This role is critical to stabilizing operations, enabling decision‑making, protecting client commitments, and reducing risk during highly visible, high‑pressure events.
Key Responsibilities
1. Labor Strike Preparedness & Scenario Planning
Lead the development and maintenance of labor strike response playbooks, including activation triggers, escalation paths, stakeholder roles, cadence models, and deliverables.
Plan for variable strike scenarios (single‑site, multi‑site, regional, enterprise‑wide) with scalable response structures.
Partner with Labor Relations, Legal, HR, Operations, and Security to ensure response plans reflect contractual, regulatory, and workforce considerations.
Support tabletop exercises and readiness reviews to validate assumptions and response capability prior to events.
2. Strike Activation & Onsite Orchestration
Act as the project management lead once a strike or strike‑risk event is triggered, establishing:
Governance and decision cadence
Action tracking and accountability
Integrated timelines and dependencies
Operate onsite during active labor strikes, coordinating daily execution across functions and locations.
Stand up and manage strike “command room” operations (virtual and/or physical), including agendas, action logs, issue escalation, and real‑time coordination.
Ensure alignment between Incident Command / Ops Lead and supporting teams through structured communication and documentation.
3. Logistics & Deployment Management (Core Accountability)
Lead end‑to‑end logistics planning and execution, including:
Temporary workforce deployment
Travel, lodging, transportation, and per diem coordination
Site access, equipment, credentials, and workspace readiness
Vendor engagement and supply sourcing
Identify logistics risks early and activate contingencies to avoid service disruption during strikes.
Maintain visibility into staffing levels, site readiness, and capacity constraints across affected locations.
4. Cross‑Functional Coordination & Governance
Serve as the connective tissue across:
Operations & Field Leadership
Labor Relations & Legal
HR & Workforce Strategy
Security & Safety
Client Leadership & Account Teams
Translate operational realities into clear, prioritized execution plans.
Ensure roles, ownership, and handoffs are clearly defined to prevent duplication or missed actions during fast‑moving events.
5. Client‑Facing Communication & Executive Reporting
Act as a client‑facing coordination lead, ensuring accurate, disciplined, and timely communication during strike events.
Support Executive Leadership with:
Situation summaries
Key risks and mitigations
Decision requests and tradeoffs
Ensure messaging is consistent, fact‑based, and aligned across internal and external stakeholders.
6. Risk, Compliance & Safety Awareness
Partner with safety and compliance leaders to ensure response execution incorporates:
Site safety protocols
Employee accountability procedures
Emergency reporting and escalation processes
Track and escalate risks that could materially impact employee safety, operations, or client outcomes.
7. Post‑Strike Recovery & Continuous Improvement
Lead structured post‑event reviews (after‑action reviews) following labor strikes.
Capture lessons learned, root causes, and improvement opportunities across planning, logistics, and execution.
Drive updates to strike playbooks, training materials, and standard operating procedures.
Apply Lean and process‑improvement methodologies to reduce response time, cost, and operational friction.
Required Qualifications
Bachelor’s degree in business, Operations, Supply Chain, Emergency Management, Healthcare Administration, or related field (or equivalent experience).
PMP Certification (Required).
5–8+ years of project or program management experience, with direct responsibility for large, complex, time‑critical initiatives.
Demonstrated experience supporting labor strikes, workforce disruption events, or high‑risk operational crises.
Strong logistics background including staffing deployment, travel coordination, vendor management, and multi‑site operations.
Client‑facing experience, including executive‑level communication during sensitive or high‑pressure situations.
Willingness and ability to travel and be onsite for extended periods during active strike events.
Preferred Qualifications
Lean Six Sigma certification (Yellow or Green Belt+) preferred.
Experience operating alongside an Incident Commander / Operations Lead, with clear understanding of orchestration vs. command roles.
Background in healthcare, workforce solutions, critical services, or other labor‑intensive environments.

Extended hours, weekends, and rapid schedule changes are expected during active labor strikes.
Onsite presence is required during strike response periods.
Role may transition between steady‑state planning and sudden high‑intensity execution.
