Take full responsibility in all spectrums of personnel functions for the Company, covering manpower planning and control, recruitment, employment, compensation, salary and welfare administration, labor relations, health and safety, and staff training and development, ensuring full compliance with the laws of Vietnam and the standards of the Accor Group.
• Develop, modify and implement Company Personal Policies and Procedures to gears with Hotel needs in addition to Accor Group Personal Policies and Procedures.
• Prepare the yearly manpower budgets of the Whole Hotel and each department as well.
• Forecast future manpower deficits and surpluses and recommend strategic plans for maintaining optimal staffing level to cope with operation needs.
• Oversea the recruitment progress and procedures of the Hotel to ensure that qualified candidates can be attracted to cope with the continuous upgrading program.
• To ensure Heartists files are properly maintained and kept under safe custody.
• Devise the training plans, objectives and budget.
• Analyze the training needs and co-ordinate with all Department Heads in designing and organizing the training courses.
• To ensure managers are trained and have the ability to conduct effective interviews.
• To ensure Pullman Ninh Binh's succession plan for all Heartists is done in meaningful and effective way.
• To ensure that meaningful appraisals for all Heartists are carried out on a regular basis.
• To ensure Individual Career Development Plans are in place and the same match with succession planning
• Conduct research on market trend and practice, and advise the Management on review if necessary (e.g. Annual Salary Review or Periodical Review).
• Preparation of man power plan and payroll budget for Hotel, ensure that all Heads of Department are informed, assisted with forecasting procedure to ensure that payroll is kept in line with budget.
• Conduct job evaluation for fixing salary scales based on the Hotel policies and the Management’s decision.
• Co-operate with Finance Department to prepare the monthly and yearly payrolls and control on payroll and related expenses as well.
• Review and develop a comprehensive remuneration package including bonus, medical and social insurance, retirement or severance benefits, and staff facilities to ensure that it is competitive enough to retain/attract existing staff/applicants.

• Co-ordinate with related department in supplying uniform, staff meal, and other facilities.
• Make advantages for all staff to join the Trade Union and ensure that they have the rights of taking part in Trade Union activities.
• Take care of staff on special occasions of birthday, wedding, funeral, sickness, Children Day, Woman Day. Arrange monthly Heartist’s meetings, monthly award ceremony, ensuring that such meetings take place to develop culture of strong communication in line with Accor policies.
