The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible. Human Resources Solutions (HRS) support the human resources needs of the Department of Social Services, the Human Resources Administration, and the Department of Homeless Services through strategic partnership and collaboration, with the goal of creating an inclusive, motivated, and client centered workforce.
Human Resources Solutions (HRS)/Implementation Unit in the Office of Employee Integrity and Performance (OEIP) is recruiting for One (1) Principal Administrative Associate III to function as an Implementation Officer, who will:
- Conduct meetings with employees who are terminated during their probationary or provisional period; conducts meetings with employees concerning termination or suspension following an Informal Conference, Grievance Hearing, or Section 75 Hearing as well as non-disciplinary matters.
- Prepare and process penalties resulting from disciplinary proceedings as well as command discipline and enters information for the Payroll Management System (PMS) and NYCAPS to suspend, terminate, demote, deduct annual leave, stop paychecks, and Health Insurance Benefits.
- Request termination of computer access for employees who are suspended or terminated.
- Draft and prepare letters for signature by the Executive Director or Director for penalty implementations as a result of an Informal Conference, Grievances, Section 75 Hearing, or settlement agreement; Draft and prepare letters for the Director鈥檚 signature for administrative actions or probationary/provisional terminations/demotions.
- Prepare letters for immediate suspensions and places the employee on suspension in PMS.
- Respond to requests for information concerning disciplinary cases/actions by obtaining relevant information and providing written information/documentation. Knowledgably and accurately conveys agency policy to assigned program areas.
- Initiate Absent Without Leave (AWOL) cases against employees by entering proper codes into NYCAPS and sending the employee an AWOL letter.
- Scan documents into the electronic case files; scan documents into TEAMS/other programs and databases, at different stages of a case as directed; conduct quality control, (making corrective actions as needed), of documents into TEAMS by confirming that all the required documents and fields are inputted either through scanning or data entry.
- Meet with employees returning from extensive absences without authorization and provides the M731 form for employee to return to work and contacts program areas in advance of an employee鈥檚 return from suspension to determine the work location for the employee.
- Perform other duties and tasks, as directed by the Executive Director and Assistant Director.
