THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE ADMINISTRATIVE STAFF ANALYST TITLE AND OTHER ADMINISTRATIVE TITLES.
The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.
The Office of Human Resources holds a broad spectrum of responsibilities that contribute directly to ACS' vision of offering comprehensive, quality services that empower children and families to thrive. ACS' Office of Human Resources' primary functions include developing and implementing the agency's human resources policies and procedures, recruiting, and hiring qualified candidates for open positions, providing onboarding and training to new employees, managing employee performance and compensation, and ensuring compliance with all applicable employment, civil service, and labor laws. In addition to our primary functions, the Office of Human Resources provides a variety of other services to employees, such as career development, employee benefits, and wellness programs. The Office of Human Resources also works in partnership with divisions to provide initiatives and services that nurture and develop an environment of employee empowerment, advocacy, and involvement in the organization while attracting and cultivating a diverse dynamic workforce.
The Staffing Management Unit (SMU) falls under the umbrella of Recruitment and Retention. This unit is responsible for the implementation and processing of all Personnel Action Requests (PARs) within the agency and is the first line of contact in the recruitment life cycle.
The Deputy Director of Staffing Management will be responsible for, but not limited to, the following duties:
- Supervise a team of Staffing Specialists
- Ensure job descriptions are clear, up to date, and compliant with all local, state and federal regulations
- Assist with the management of Personnel Action Requests (PAR), which includes but is not limited to internal and external hiring, promotions, salary adjustments, title changes and civil service appointments
- Ensure all personnel action requests are vetted and properly processed within prescribed timeframes
- Manage the unit’s recruitment tracker/database
- Provide professional recruitment expertise and support in the design, development, and management of the agency's recruitment process.
- Develop, monitor, and update best practice guides and professional development material for hiring managers and agency staff members
- Evaluate and examine highly sensitive and confidential documents
- Provide strategic and operational human resources advisement and support
- Provide support/orientation and training on ACS’ recruitment, hiring and compensation practices.
- Evaluate and confirm the accuracy of all required titles, salaries, justifications, qualifications and proper coding
- Coordinate and monitor key recruitment metrics within the Office of Human Resources
- Liaise with internal and external stakeholders which may include Agency Chief of Staff, Divisional Liaisons, NYCAPS, DCAS, Office of Management and Budget, etc.
