The Role:
The Payroll Manager is a dynamic role responsible for the end-to-end execution of payroll operations. Reporting to the GWO Director - South Asia & ASEAN, the role serves as the primary owner for all Payroll operations and Time & Attendance activities in the ASEAN region (Vietnam, Cambodia, Thailand and Philippines), ensuring that on-the-ground execution of timely & accurate salary disbursement, tax and social security compliances, expat payroll & taxation, and offboarding of employees are handled with precision. This role needs to operate with minimal supervision, and requires a high level of execution capabilities for hands-on execution. You will act as a key collaborator with HRBPs, COEs and vendor partners to respond to dynamic business needs, ensure local regulatory compliance, and drive regional project initiatives that enhance the overall productivity and efficiency. The successful candidate must be a fast learner capable of maintaining the operational discipline required for payroll operations and compliances.
Key Areas of Responsibility:
Assume accountability for the consolidation, validation and execution of payroll input & output, including leave, attendance management & related statutory reports.
Ensure overall compliance to applicable legislation and standards, e.g. SOX.
End to end administration of local Statutory HR Compliances, ensuring all activities adhere to statutory requirements and internal controls. Lead and coordinate responses to internal and external audits.
Managing and resolving employee queries related to Payroll, HR policies, and Attendance & Leave Management System.
Responsible for HR service support to end to end employee life cycle events – On-boarding process, Probation confirmation management, Off-boarding and related compliances, Issuance of employee letters, calculation and issuance of incentive letters for employee incentives as per various plans.
Administration of employee benefits.
Liaison with various stakeholders including but not limited to internal & external auditors, payroll and time & attendance vendors, concerned authorities.
Leading a payroll team; driving operational excellence while delivering a superior employee experience.
Assume responsibility for accurate payroll reporting and data requests. Utilize digital tools (ServiceNow, Oracle) to develop and analyze non-standard reports. Provide actionable insights on trends and people data to HR leadership during regular review meetings.
Build and maintain influential relationships with HRBPs, COEs, site functional leaders, and relevant external bodies.
Drive the local adoption of HR digital tools (e.g., ad.a, Oracle HCM). Lead specialized regional projects focused on standardizing payroll operations or enhancing employee/ manager capabilities across the ASEAN region.
