Site supervision & quality
- Conduct daily site walks to review progress and quality of mechanical works, raise quality observations and update the project team.
- Inspect HVAC and mechanical installations in accordance with the agreed ITP – chillers, cooling towers, pumps, AHUs, CRAH / fan-wall units, ductwork, chilled-water and condenser-water pipework, supports, insulation and controls.
- Supervise fire protection (sprinkler, hydrant, fire pumps, gaseous suppression), plumbing and drainage installations and, where applicable, cleanroom HVAC, process cooling water, exhaust and other process utilities.
- Review the Inspection & Test Plan (ITP) developed by the GC; direction on quality and design is to be given through the client in line with the project governance.
- Verify that equipment is installed in accordance with approved shop drawings, manufacturer requirements and technical specifications; prepare Installation Inspection Reports (IIR) highlighting non-conformances and follow up rectification.
- Record every defect or issue as an observation; issue NCRs to the GC (copied to the Construction Manager) where works do not comply with contract drawings, approved shop drawings or specifications, and drive timely close-out.
- Verify that adequate protection of equipment and systems is maintained during construction in line with the client’s Equipment Protection Plan.
Testing & commissioning
- Witness and verify mechanical testing – pipework hydrostatic / pressure tests, flushing and chemical treatment, ductwork leakage tests, fire protection system tests and testing, adjusting and balancing (TAB) – and review test records.
- Confirm that installations are complete, inspected and signed off before proceeding to commissioning (Level 1–5 / IST), and support fire safety (PCCC) acceptance testing.
Reporting, HSE & close-out
- Attend project meetings and arrange ad-hoc coordination meetings with the General Contractor (GC), design consultants and other stakeholders.
- Monitor and log GC construction activities; prepare weekly reports covering progress, mock-ups / benchmarks, RFIs, NCRs and technical issues.
- Assess GC means and methods against the most stringent applicable global, national and local standards and notify the client immediately of any deficiencies.
- Participate in GC incident investigations, ensuring root causes are established and effective control measures implemented.
- Support authority inspections, construction acceptance (nghiệm thu), as-built and O&M documentation and handover.
