Main Accountabilities:
The Procurement Engineer executes the procurement and supply chain strategy in accordance with the project/plant O&M contract requirements and is accountable for the project/plant’s procurement performance/KPIs. S/he manages subcontracts, supervises suppliers as well as the project/plant procurement team (including project/plant procurement officers and expeditors). Besides their responsibilities on assigned projects, the Procurement Engineer may also contribute at bid stage to the development of competitive proposals, and to the ongoing development and implementation of improvements in overall procurement processes.
The Procurement Engineer manages the procurement and supply chain activities of projects and plants assigned to them. The Procurement Engineer reports to the Procurement Manager UAE , and works in close coordination with the Plant, Projects, Proposals, Engineering and Contracts Management teams. Handle purchasing requirements, supplier relations and proper execution of contracts in accordance with the purchasing code of ethics, quality, and deadlines. Apply and promote sustainable development in purchasing.
Detailed Job Description:
Executes the project’s procurement and supply chain strategy, along with the Project Director and other internal project stakeholders
Responsible for their contribution to project/plant’s procurement performance and KPIs. Applies all standard levers available through VEOLIA while satisfying project quality and schedule targets
Identifies and evaluates supply chain-related Risk & Opportunities as well as risk mitigation options/possibilities. Contributes to project R&O matrix, responsible for actions, progress & updates.
Contributes to setting the procurement, expediting and logistics budget for his/her project.
Drafts, negotiates, and finalizes the subcontracts in accordance with VEOLIA policies and templates.
Responsible for subcontracts management (procurement phase) end-to-end and to manage the suppliers to the best interests of the project and the company. Ensures the application of supplier relationship management (SRM).
Supervises on-site procurement team including buyers, procurement officers, expeditors.
Negotiates and finalizes purchases of critical & strategic goods and services, in accordance to the set objectives. Supports buyers’ negotiations when necessary.
Ensures that framework agreements comply with VEOLIA policies and stay within VEOLIA limits.
Reports on project activity and KPIs on monthly basis to relevant management teams
Collaborates and cooperates with key internal stakeholders
Ensures that procedures, rules and local standards are applied. Adheres to all VEOLIA corporate policies (H&S, Environment, Ethics…) and complies with internal reporting rules.
Coaches and empower his/her team.

Contribute to cost optimization and efficiency improvement initiatives in the supply chain.
Provide technical input during procurement to ensure materials and services meet engineering and project standards.
Support risk management by identifying potential supply chain issues and recommending solutions.
