Role Overview
We are seeking an experienced HSE Manager to support the successful development and execution of a major infrastructure project in Japan. Reporting to the Senior Project Manager, the HSE Manager will be responsible for establishing the Health, Safety, and Environment (HSE) framework, building the project HSE organization, and implementing robust HSE management systems from the pre-Final Investment Decision (FID) stage through project execution.
This role will play a critical part in fostering a strong safety culture, ensuring compliance with project requirements and local regulations, mitigating project risks, and supporting the achievement of key project development milestones.
Key Responsibilities
- Establish and lead the project Health, Safety, and Environment (HSE) organization and governance structure
- Implement and maintain project HSE management systems, procedures, and standards throughout the project lifecycle
- Adopt established HSE management procedures and ensure effective implementation across project teams and contractors
- Review existing HSE processes and recommend improvements to align with local requirements and industry best practices in Japan
- Deliver HSE training, coaching, and awareness programs for project personnel, contractors, and key stakeholders
- Lead HSE activities in collaboration with site-based HSE representatives and project teams
- Monitor project HSE performance and analyze gaps between planned objectives and actual site conditions
- Identify risks and potential hazards, develop mitigation strategies, and ensure corrective actions are effectively implemented
- Conduct audits, inspections, and compliance reviews to maintain high HSE standards
- Ensure timely and accurate preparation of HSE reports, metrics, incident records, and management updates
- Support the development team in achieving key project milestones leading to Final Investment Decision (FID) and subsequent project execution phases
