The SQS is responsible for cost control on behalf of the Contracting Entity, managing a team of Intermediate Quantity Surveyors in ensuring effective cost estimation and control of spend, and ensuring payments are compliant with the contracting reimbursement principles (schedules of rates, bills of quantity, materials on and off site payments, etc.), as well as monitoring the anticipated final project costs. In doing so, the SQS will provide cost management and cost advice to the Claims, Contract Management and Project Management team, and ensure that the Contracting Entity achieves the project’s budgetary goals and objectives.
Principle Accountabilities:
- Lead preparation of feasibility, preliminary design and final design cost estimates, for multidisciplinary railway projects.
- Assess on and off site materials, monthly payment certificates and package final accounts, as well as monitoring the anticipate final project costs and making recommendations for monthly payments or final accounts due ensuring Contractual Entitlement.
- Undertake or review measurement of designs and on-site works completed.
- Develop the schedule of rates or Bill of Quantities.
Experience:
- Must have a clear understanding of, and ability to work with, construction contract
- commercial documents, drawings and specifications.
- Strong experience of delivering technically complex and high value infrastructure projects
- Experience of working in a comparable consultancy environment, or with a client or
- contractor organisation
- Knowledge of cost management principles, methods, techniques and tools, including the
- standard method of measurement
- Knowledge of policy and procedure implementation
