Special Terms and Conditions: The contractor will be responsible for complying with the respective national requirements for working permits, visas, taxes, social security etc. whilst working on site at NATO HQ Brussels, Belgium. No special status is either conferred or implied by the host organisation, NATO HQ Brussels, Belgium to the contractor whilst working on site. The contractor will be responsible for complying with all the respective National Health COVID-19 regulations in Belgium before taking up the position.
1. INTRODUCTION
The NATO Cyber and Digital Transformation (CDT) Division, led by the Assistant Secretary General (ASG), ensures ICT coherence across NATO’s 50+ civil and military bodies, serving over 25,000 users. Reporting to the Secretary General, the ASG oversees enterprise directives and advises on IT acquisition and services.
In 2026, NATO's ASG is prioritizing digital transformation, cloud migration, and becoming a data-centric organization. This strategic effort focuses on modernizing processes, harnessing AI, and integrating business services to build a more coherent organization. By optimizing business workflows, NATO aims to enhance operational efficiency, strengthen security, and achieve seamless cloud adoption.
To achieve this, CDT is seeking support in managing and coordinating a Business Services Program aimed at bringing coherence and modernizing the NATO Enterprise Business Services landscape. This initiative is part of the NATO Digital Transformation Implementation Strategy, which promotes improving processes and leveraging digital technologies. The project addresses the need for greater alignment and improvement of processes across the NATO Enterprise to support ongoing digital transformation efforts. An initial study has been conducted and a plan has been prepared. The goal is to build upon this foundation by following up on the next steps by managing the transformation office to coordinate the delivery of business transformation across NATO Enterprise.
Responsibilities include leading the transformation office, program/project management, stakeholder management, and ensuring effective communication and collaboration.
2. TASKS
The Business Services Project Manager Contractor will provide program/project management and advisory support to the CDT Capability Coherence Section to drive the Enterprise Business Services Vision across NATO Enterprise.
The scope of this work includes three tasks:
Task 1: Project Management, Stakeholder Management and Communication Management
The contractor will drive alignment and collaboration across NATO’s enterprise initiatives and business services, ensuring coherence and increased effectiveness across all organizational entities. Responsibilities include:
Task 2: Leading the Business Services Transformation Office
The contractor will act as the main lead for the Business Services Transformation Office to ensure streamlined processes and operational excellence across NATO entities. Responsibilities include:

The contractor will provide expert advisory support on business services, implementation of large ERP programs, and relevant business transformation initiatives. Responsibilities include:

4. LOCATION OF DUTY
The service will be executed through a mix of telework and on-site at the NATO HQ offices in Brussels, Belgium. Limited travels to NATO bodies and Committee meetings in NATO Countries may be required.
5. TIMELINES
The services of the contractor are required for the period starting as soon as possible until 19 December 2026.
Possible extension of the contract in 2027. Contract extensions are subject to performance of the contractor, budget availibility and related NATO regulations.
6. REPORTING
The contractor reports to the assigned CDT Team Lead. Status reporting can be conducted either on-site at NATO HQ Brussels or through a scheduled conference call, based on what is most effective and feasible. The preference and availability of the CDT assigned Team Lead should be considered in determining the mode of communication.
The contractor shall comply with all general rules, terms, and conditions applicable to working within the CDT at NATO HQ Brussels. This includes security protocols, data protection guidelines, and any specific operational procedures.
7. TRAVEL
Occasional business travel may be required. Travel expenses will be reimbursed by NATO based on the NATO per diem rate, in addition to the hourly rate.
8. SECURITY AND NON-DISCLOSURE AGREEMENT
The awardee must either possess or already be engaged in acquiring a security clearance of NATO SECRET.
A signed Non-Disclosure Agreement will be required.
