The Senior Program Analyst – Financial & Program Operations supports the Manitoba team in delivering Efficiency Manitoba’s Small Business Lighting Program and In‑Suite Residential Program. This role is highly hands-on and detail-oriented, with a strong focus on day-to-day financial tracking, invoicing, accruals, and administrative coordination.
You’ll play a critical role in ensuring financial accuracy, timely invoicing and payments, and clean documentation for completed work. The ideal person is comfortable working with numbers, thrives in a fast-paced environment, and takes ownership of identifying issues, improving processes, and keeping things moving without needing step‑by‑step direction.

Manage day-to-day financial administration for assigned programs, including customer and subcontractor invoicing.
Track payments, budgets, accruals, forecasts, and actuals, ensuring accuracy throughout the month.
Support month-end and quarter-end close, including variance tracking and explanations.
Maintain clear Excel-based trackers and dashboards for financial and program visibility.
Compile and submit complete job documentation packages for client payment and audit purposes.
Coordinate closely with Finance and Program Management teams to ensure timely processing and correct coding.
Support operational tracking (volumes, timelines, key metrics) and respond to ad hoc requests.
Identify issues, suggest improvements, and support process modernization initiatives.
Provide general administrative and program support as needed.

Strong numerical and financial aptitude (no accounting designation required).
Excellent attention to detail and comfort managing high-volume transactional work.
Advanced or highly competent Excel skills.
Experience in program support, project coordination, administration, bookkeeping, or analyst roles.
A proactive, independent work style with the ability to spot issues and propose solutions.
Strong communication skills and comfort working cross-functionally.
Experience using Excel, SharePoint, and basic project management tools.
Ability to work on-site in Winnipeg and support in-person operations.
