About the Role
PayPal Europe is seeking a Sr. Manager, Payments and Fraud Oversight to provide independent second-line oversight of payment and fraud-related risks across our European payment operations. You will deliver risk challenge, independent opinion, and thematic analysis, ensuring that first-line processes operate within risk appetite and that controls remain effective.
As part of your role, you will contribute to the continued enhancement of risk analytics, data insight, and technical capability to improve the CRO’s visibility over the payments and fraud risk landscape.
This role is critical to maintaining strong risk governance and alignment with EU and Luxembourg regulatory expectations, while preserving clear separation from Payments Compliance and first-line functions.
Key Responsibilities
Payments and Fraud Risk Oversight
Provide independent oversight and challenge on first-line Payments and Fraud Risk Frameworks, ensuring alignment with enterprise risk appetite and EU/Luxembourg supervisory expectations.
Review and advise on risk appetite, tolerances, and KRIs/KCIs, ensuring appropriate coverage of payments and fraud risks.
Perform independent second-line risk assessments to evaluate the design and operating effectiveness of key payments and fraud controls.
Monitor and assess risk exposures related to cash and settlement reconciliation, liquidity and funding, ledger integrity, and operational resilience.
Risk Analytics, Data Insight, and Technical Enablement
Lead second-line risk analytics initiatives to improve visibility of payments and fraud risk trends through data-driven analysis.
Assess and challenge the data sources, metrics, and outputs used by first-line analytics teams, ensuring accuracy and relevance.
Partner closely with enterprise and Payments Risk Analytics teams to align data definitions, methodologies, and analytical approaches.
Provide independent insights to the CRO and senior management through dashboards, visualizations, and thematic reviews.
Encourage continuous development of technical capability within the team, supporting the use of data analysis and visualization tools such as SQL, Python, Power BI, and Tableau.
Payments and Fraud Monitoring
Monitor key payments and fraud risk exposures, including credit, operational, liquidity, and fraud losses, escalating appetite breaches and emerging trends to senior management and committees.
Provide thematic analysis of risk drivers and control effectiveness, focusing on prevention, detection, and mitigation of significant payments and fraud risks.
Assess the effectiveness of first-line oversight of partner banks and third-party relationships, including credit, operational, and concentration risk aspects.
Independent Review and Challenge
Conduct independent second-line reviews of critical payments and fraud management processes (SEPA operations, acquiring, payouts) and present risk opinions and recommendations to ARCC and CRO forums.
Challenge new product, market, or payment-flow changes to ensure that material risks have been properly assessed and mitigated before implementation.
Partner with Payments Compliance on regulatory interpretation, maintaining a focus on assessing exposure, control strength, and adherence to risk appetite.
Governance, Collaboration, and Reporting
Act as the EU/Luxembourg point of contact for payments and fraud risk oversight, aligning local oversight with global frameworks and governance.
Engage regularly with first-line, global risk, and analytics stakeholders to ensure a consistent approach to risk monitoring and reporting.
Prepare independent risk reporting and thematic analyses on payments and fraud risk for ARCC, CRO, and senior management.
Support interactions with CSSF, ECB, and other European regulators on payments and fraud topics, demonstrating strong oversight and governance practices.
Requirements
Minimum 7 years of experience in payments-related roles
Strong understanding of payments systems, risk management frameworks, and regulatory oversight applicable to the EU and Luxembourg environment.
Strong analytical skills with ability to interpret data and metrics; proficiency with Python and database tools is a plus.
Experience with visualization and reporting tools (e.g., Power BI, Tableau) strong plus, comfort using data to communicate insights to senior management.
Ability to work collaboratively across global and regional teams, prioritize tasks, and manage competing deadlines in a dynamic environment.
Excellent communication and stakeholder management skills, with the ability to influence and challenge constructively.
