Role Summary
Program Manager Environment is responsible for the operation, optimization, compliance, and continuous improvement of Effluent Treatment Plants (ETP) and Zero Liquid Discharge (ZLD) systems. The role focuses on ensuring consistent regulatory compliance, high system uptime, cost optimization, and water recovery performance across manufacturing operations.
This Role focused on an ETP (Effluent Treatment Plant) & ZLD (Zero Liquid Discharge), with emphasis on operations, design, optimization, compliance, and troubleshooting rather than broad ESG leadership.
1. ETP & ZLD Operations Management
- Lead and oversee operation and performance optimization of ETP, RO, MEE, ATFD, and associated ZLD systems.
- Monitor key parameters including COD, BOD, TDS, pH, conductivity, sludge characteristics, and recovery efficiency.
- Ensure maximum water recovery and minimum reject, aligned with ZLD objectives.
- Troubleshoot process upsets, membrane fouling, scaling, corrosion, and biological system instability.
- Develop and implement standard operating procedures (SOPs), control plans, and emergency response protocols.
2. Wastewater Collection & Liquid Waste Handling
- Manage wastewater segregation, collection networks, and equalization systems to ensure stable influent quality.
- Oversee handling, storage, and disposal of liquid hazardous and non鈥慼azardous wastes.
- Coordinate with authorized vendors for sludge dewatering, disposal, co鈥憄rocessing, or incineration.
- Ensure compliance with manifest systems and waste tracking requirements.
3. Regulatory Compliance & Audit Support
- Ensure compliance with CPCB, SPCB, and site鈥憇pecific consent conditions related to effluent and ZLD operations.
- Maintain statutory records, online monitoring data, logbooks, and chemical consumption reports.
- Support regulatory inspections, environmental audits, and WHO鈥慓MP audits related to wastewater treatment systems.
- Implement corrective and preventive actions (CAPA) for audit observations and regulatory notices.
4. Process Optimization & Cost Reduction
- Drive chemical optimization, energy efficiency, and consumable reduction for ETP and ZLD systems.
- Evaluate and implement process improvements, retrofits, and debottlenecking initiatives.
- Conduct trials for new treatment technologies, membranes, antiscalants, and polishing systems.
- Analyze mass balance and performance trends to reduce OPEX and improve system reliability.
5. Water Recycling & Recovery
- Maximize reuse of treated effluent for cooling towers, utilities, and process applications.
- Monitor water balance and support initiatives to reduce freshwater intake through recycled water usage.
- Ensure treated water quality meets internal reuse standards and equipment compatibility requirements.
6. Vendor & Project Management
- Manage technology providers, O&M contractors, chemical suppliers, and service vendors.
- Review technical proposals, P&IDs, datasheets, and performance guarantees for ETP/ZLD systems.
- Support installation, commissioning, performance testing, and handover of new or upgraded systems.
7. Data Monitoring & Reporting
- Track daily, monthly, and annual ETP/ZLD KPIs including recovery %, specific energy consumption, chemical usage, and downtime.
- Prepare reports for internal reviews, regulatory submissions, and audits.
- Support digitization initiatives such as online monitoring systems and performance dashboards.
