Context and purpose of the job
Climate Resilient Livelihoods (CRL) project:
The Climate Resilient Livelihoods (CRL) project aims to strengthen climate resilience and improve the incomes of vulnerable rural households living around the Hin Nam No (HNN) National Park. The project is built around three core components: Forest use and water resource management, regenerative agriculture, and women鈥檚 economic empowerment. Activities will be implemented across 12 target villages in Boualapha District, Khammouane Province. Designed as a three-year intervention running from March 2026 to January 2029, the project will support communities in adopting sustainable practices that enhance livelihoods and build resilience to climate change.
The Water Resources Technical Officer, in close coordination with the Project manager, support the dayto-day implementation of water resources and water supply activities in accordance with the annual work plan. The position will also provide technical guidance and support to the team in Boualapha District, while
coordinating and liaising with key stakeholders at the national, provincial, and district levels under the Ministry of Agriculture and Environment (MAE).
The Water Resources Technical Officer directly reports to the Project Manager.
Technical advisory:
- Conduct detailed participatory assessments in all target villages to identify water needs, assess dry-season water availability, and evaluate water quality for domestic use, livestock, and irrigation.
- Lead participatory design processes with communities to improve access to water for irrigation and domestic supply, ensuring compliance with national standards and norms.
- Support technical surveys, design processes, and supervision of the construction of water supply and irrigation schemes to improve community access to water.
- Work closely with the Provincial and District Offices of Nam Saat and MAE on planning, training, technical surveys, design, and supervision of construction activities.
- Deliver training on water resources management and train community members on the operation and maintenance of water systems and related infrastructure.
- Support the preparation of bills of quantities (BOQs), procurement processes, and the transport of materials to project sites.
- Supervise quality control for the construction or rehabilitation of water supply systems, irrigation schemes, and water storage facilities, ensuring compliance with national and international standards.
- Follow up on the operation and maintenance of water systems and related facilities.
Coordination:
- Participate actively in team meetings and contribute to project planning, implementation, and reporting.
- Support the Project Manager and Sector Leader in documenting and sharing information for progress reports.
- Support the Project Manager with budget planning and tracking for water resources activities.
- Coordinate community awareness-raising activities on water resources management in selected villages.
- Work closely with the Provincial and District Offices of Nam Saat and MAE to conduct technical surveys, prepare designs, and supervise construction activities.
- Facilitate the signing of cooperation agreements with village and district authorities to develop and implement improvement plans, including the construction of infrastructure.
- Coordinate day-to-day work with the project partner (AFDC) to ensure timely delivery of services, within budget and to the required quality standards.
- Provide technical advice on procurement for water system construction.
Knowledge development and communication:
- Contribute to internal and external knowledge development by supporting the documentation of lessons learned and good practices.
- Ensure project activities are documented through photographs and activity reports, in compliance with SNV consent rules.
Monitoring, Evaluation & Learning:
- Monitor and follow up on water resources and forest-use activities in selected villages.
- Track progress on water resources and forest-use activities against project indicators and capture lessons learned.
- Support the baseline, annual reviews, endline, and other studies carried out by the project.
- Participate in and support the project鈥檚 semi-annual learning and reflection processes.
