AECOM is seeking a Senior Project Engineer to be based in our Baltimore, MD office to support the B&P Tunnel Replacement (BPTR) Program among other project opportunities available at AECOM.
AECOM is the delivery partner for Amtrak on the BPTR Program that will upgrade a ten-mile section of the Northeast Corridor (NEC), America鈥檚 busiest passenger rail line. The Program will also include delivery of new roadway and railroad bridges, new rail systems and track, and a new ADA-accessible West Baltimore MARC station. The delivery partner team is responsible for supporting Amtrak with overseeing the full breadth of the program. The scope of services includes program management, design oversight, construction oversight, commissioning oversight, program controls, and commercial and capacity building.
The Senior Project Engineer will serve as a technical coordinator bridging design oversight and construction oversight. This role requires a professional engineer with deep experience in both design and construction who can independently review, evaluate, and resolve technical issues on construction submittals, Request for Information (RFIs), and field changes. The position is essential to ensuring timely, accurate, and defensible technical decisions across multiple Guaranteed Maximum Proce (GMP) packages. An ideal candidate will oversee design and construction progress, undertake technical reviews, coordinate technical discussions, support field integration activities, and ensure alignment across engineering, construction, and stakeholder teams.
The responsibilities for this position include but are not limited to:
- Serve as a senior technical reviewer for construction submittals, RFIs, design clarifications, shop drawings, and technical queries, providing engineering responses without requiring escalation for routine issues.
- Review and validate the Design Joint Venture (DJV) and Engineer of Record (EOR) technical responses for impacts to scope, schedule, cost, safety, and field feasibility.
- Resolve technical issues arising from field conditions, proposed changes, and contractor means and methods, escalating only the most complex issues to the Design Oversight Lead.
- Support the preparation and issuance of Released for Construction (RFC) drawings and documentation.
- Act as a senior liaison between the Owner, DJV, Construction Managers, and contractors to ensure alignment between design intent and construction execution.
- Provide engineering support during construction to maintain continuity of design intent and resolve conflicts between design documents and field conditions.
- Oversee the full lifecycle of submittal and RFI processing, ensuring timely review, technical accuracy, and compliance with contract requirements.
- Manage engineering logs, dashboards, and tracking systems to monitor progress, identify bottlenecks, and maintain visibility across multiple GMP packages.
- Coordinate review comments between design entities and construction teams to ensure timely and accurate resolution.
- Annotate drawings and maintain documentation when Design Change Notices (DCNs) are approved.
- Participate in coordination meetings and lead technical discussions; prepare action logs and follow up summaries.
- Work closely with permitting, licensing, utilities, third parties, and Authorities Having Jurisdiction (AHJs) to support design approvals and technical acceptance.
- Analyze design changes and prepare documentation for change management, including cost and schedule impact assessments.
- Coordinate workflows for additional review requirements when design impacts are identified.
- Support development of monthly design oversight progress reports.
- Ensure all technical reviews and design oversight activities comply with BPTR program policies, Owner Requirements, and applicable engineering standards.
- Verify that design submissions meet required format, completeness, and quality protocols.
