AECOM is seeking an experienced Utilities Engineer for a major Roads and Bridges project located in Dubai. The Utilities Engineer will be a key member of AECOM’s construction supervision team for RTA projects in Dubai, focusing on the supervision, coordination, and quality control of wet and dry utilities works. The role involves ensuring that all utility works comply with RTA standards, project specifications, and authority requirements, while maintaining strict safety and quality control on-site. The Utilities Engineer will coordinate closely with contractors, utility authorities, and the project team to ensure timely and compliant execution of works.
Roles and Responsibility
•Coordinate utility protection, diversion, and reinstatement works within RTA road corridors.
• Ensure compliance with RTA utility corridor layouts, depth clearances, and reinstatement standards.
• Interface with traffic management and staging plans to maintain safe utility works near live roads.
• Support RTA inspections and audits related to MEP and utility installation
• Review and approve shop drawings, method statements, material submittals, and technical proposals related to MEP and utility services in compliance with project specifications and authority requirements.
• Ensure all MEP and utility installations are executed in accordance with approved IFC drawings, RTA standards, and local authority regulations (DEWA, Etisalat, DU, Dubai Municipality, etc.).
• Coordinate with utility authorities for NOCs, service diversions, connections, shutdowns, and inspections.
• Manage interface coordination between utilities, civil, structural, roadworks, and traffic diversion works to avoid clashes and delays.
• Monitor contractor performance to ensure quality, safety, and progress targets are met.
• Conduct site inspections, issue site instructions, NCRs, and observations, and ensure timely corrective actions.
• Verify testing and commissioning activities for MEP systems, including pressure testing, flushing, energization, and final authority approvals.
• Ensure compliance with HSE requirements, particularly during live utility works, trenching, and tie-in activities.
• Review and certify utility-related WIRs, test results, and inspection records prior to approvals.
• Track long-lead MEP items, authority approvals, and material deliveries to mitigate schedule risks.
• Attend progress, technical, and coordination meetings with clients, consultants, contractors, and authorities.
• Review and validate as-built drawings, O&M manuals, and handover documentation for utilities and MEP systems.
• Support project close-out by ensuring final utility connections, authority clearances, and completion certificates are obtained.
• Provide technical guidance and mentoring to junior engineers and inspectors.
