Turner & Townsend are seeking a Preconstruction Zoning / Due Diligence Manager to lead the initial and critical phase of site selection and planning for a rapidly expanding network of EV service centers. This role is central to evaluating site feasibility, navigating zoning and permitting processes, and ensuring each location is positioned for successful development. Youโll manage multiple concurrent projects in a fast-paced environment, working closely with internal teams and city agencies to overcome logistical and regulatory challenges.
Responsibilities:
- Lead comprehensive preconstruction assessments including zoning, land use, title, survey, environmental, and geotechnical reviews.
- Interpret local codes and ordinances, develop entitlement strategies, and secure necessary approvals and variances.
- Serve as the primary liaison with city planning, zoning, and building departments; represent the company in meetings and public hearings.
- Oversee multiple active projects simultaneously, managing schedules, budgets, and deliverables under tight deadlines.
- Align with internal teams (Real Estate, Design, Construction, Operations) to ensure site plans meet operational and infrastructure needs.
- Identify permitting risks and opportunities, and develop creative solutions to address site access, traffic flow, and regulatory constraints.
- Create and maintain standardized processes, checklists, and reporting tools for zoning and due diligence activities.
- Provide recommendations to leadership on site viability and contribute to long-term planning for service center expansion.
- Evaluate site access and circulation, including traffic patterns, turning movements, and ingress/egress feasibility.
- Manage third-party consultants, legal teams, and technical experts to ensure timely and accurate delivery of due diligence materials.
- Identify and communicate site-specific risks early in the process, proposing mitigation strategies and alternatives.
- SOX control responsibilities may be part of this role, which are to be adhered to where applicable.
