The QHSE Manager will be covering all aspects of QHSE management oversight, and in coordination of all project management matters, in collaboration with the relevant project stakeholders.
Role Purpose
The PMC HSEQ Manager leads, governs, and assures all Health, Safety, Environment & Quality (HSEQ) activities for Company Transmission projects. The role ensures full compliance with Company Transmission’s HSE Management System, ADOSH-SF, UAE statutory regulations, and international best practices while providing leadership and oversight to EPC contractors, supervision consultants, and the PMC HSE team. The PMC HSEQ Manager acts as Company Transmission’s principal HSEQ authority at PMC level and must:
Key Responsibilities
1. Leadership & Governance (PMC-Level Oversight)
- Lead the implementation of the Company Transmission HSEQ Management System across all PMC-managed transmission projects
- Promote and enforce a zero-tolerance safety culture, ensuring accountability across EPC contractors and supervision consultants.
- Guide to EPC contractors, supervision consultants’ teams in interpreting Company’s corporate HSEQ strategy and embedding it into daily project execution.
2. Compliance Assurance & Regulatory Alignment
- Ensure strict adherence to Company HSEQ Plans, permit-to-work (PTW) systems, and ADOSH-SF regulatory requirements
- Oversee the implementation of Company T‑12 Essential Rules and track compliance across all work fronts.
3. Site Oversight & PMC Supervision
- Provide active PMC-level site leadership through regular inspections, audits, and joint walkdowns with Company EPC contractors, supervision consultants’ teams
- Direct and evaluate the performance of supervision consultants assigned by Company Transmission.
- Identify unsafe conditions and high-risk activities and direct corrective actions at EPC contractors, supervision consultants’ level.
4. HSEQ Reporting, Data Management & KPIs
- Manage PMC reporting cycles including weekly dashboards, monthly performance reports, and management briefings
- Ensure accuracy and timeliness of site-based HSEQ data for Company Transmission leadership
- Maintain all PMC HSEQ documentation, project records, registers, and action trackers.
5. Incident Investigation & Emergency Response
- Facilitate serious incident investigations, root cause analysis, and ensure escalation to company and authorities where required
- Supervise the planning and execution of emergency drills with EPC and supervision consultants.
- Drive implementation of corrective and preventive actions across PMC and EPC contractors, supervision consultants
6. Risk Management & Technical HSEQ Studies
- Coordinate Company Transmission’s HSEQ technical studies including HAZOP, HAZID, HAZAN, QRA, fire protection, and emergency systems
- Evaluate contractor risk assessments and ensure risk mitigation measures are implemented effectively
- Use leading indicators to anticipate emerging risks across project sites.
7. Contractor & Consultant Competency Management
- Oversee contractor and consultant HSEQ competency verification and certification under company’s competency framework
- Ensure EPC contractors maintain compliance with HSEQ standards, training requirements, and company processes.
8. Awareness, Training & Culture Development
- Ensure EPC contractors and consultants direct project-wide HSEQ training programs, inductions, and monthly campaigns are complied with
- Promote hazard awareness and enforce mandatory HSEQ training compliance for all site personnel.
9. Continuous Improvement & Quality Integration
- Enforce HSEQ audits, identify gaps, and implement continual improvement initiatives.
- Oversee quality assurance activities to ensure engineering and construction outputs meet company expectations
- Track and report on HSEQ performance KPIs and drive long-term improvement.
10. Professional Conduct
- Set a personal example and promote a culture of safety, integrity, and professionalism.
