Reporting to the Manager, Commercial Services â Subcontracts, the Senior Subcontracts Commercial Officer plays a key role in managing and supporting the full subcontract lifecycleâfrom pre-contract planning and negotiations through execution and closeout. In this role, youâll bring your commercial expertise to navigate complex challenges, collaborate with cross-functional teams, and proactively identify risks while developing practical, forward-thinking solutions that align with business objectives. Pre-Contractual and Proposal Phase
- Oversees the pre-contractual phase of subcontract management, including the execution of NDAs, bailment agreements and other collateral agreements including but not limited to, Teaming Agreements, Letterâs of Intent, Authorization to Proceed, etc.
- Leads data collection and verification of due diligence activities, as required, for proposal support including commercial data, certifications and representations, disclosures, assumptions, etc.
- Develops the major subcontract elements of the commercial proposal volume response, making edits to submissions and coordinating approvals, as required, with minimal management involvement.
- Validates and captures evidence to conformance to GDMS-C and GDMS policies and procedures as well as to legal and regulatory requirements and disclosure requirements.
Negotiations, Execution & Closeout
- Develops and/or produces the analysis for fact finding, subcontract negotiations/changes/closeout
- Develops the negotiation approach, determining negotiation strategy, validating financial and legal data to support creating 'negotiation parameters', issue tracking, summarizing final positions and is the company spokesperson for commercial aspects with minimal oversight.
- Develops and/or produces artefacts that: facilitate the loading of the financial systems tools; meet internal and external audit requirements; meet company Delegation of Authority (DOA) requirements; follow company standard procedures, and facilitate metrics gathering and Customer Relationship Management (CRM) requirements with minimal oversight.
- Develops and/or produces commercial summary reviews of program status using subcontract files, company, vendor, and or customer correspondence, accounts payable status, completion of contract closeout, etc. with minimal oversight.
Other / Special Projects
- Acts independently to determine methods and procedures on new or special assignments. May lead a project team.
- Interfaces with all areas of the business, estimating, finance, engineering, program management, commercial services, executive management and internal auditors;
- Develops business area specific reports/stats; and presentations
- Reviews and develops new policies and procedures, as applicable;
- Provides input and feedback on new tools and reports for use by the Commercial Services group, may be required to participate in the implementation and roll out of new tools;
- Mentors and/or coaches at all levels of commercial officers;
- Manages major subcontractor activities for various programs and/or with indirect contracting, supporting the company's operations with minimal oversight.
- Directly engages with senior program staff (VP, Director, program managers, engineering, etc.) in the management of customer programs by participating in contract review/change boards, internal program review meetings, operational program review meetings, supplier reviews, key design reviews, etc.
