Appointment Type: This is a Temporary Provisional (TPV) position excluded by the Charter from the competitive Civil Service examination process. It is considered "at will" and shall serve at the discretion of the Department Head. This position will be subject to the Permanent Civil Service examination process at a later date. Successful participation in the Permanent Civil Service examination and selection through an open competitive process is needed in order to be considered for the permanent appointment.

Job Description

Under direction of the Reentry Division Director, the 9775 Community Development Specialist II (Reentry Services Supervisor) provides day to day supervision of reentry staff in the 9774 Senior Community Development Specialist I classification.  The Reentry Services Supervisor assists the Reentry Division Director in developing and administering APD’s realignment and reentry services from identifying services need and best practices, to developing service designs and budgets and assisting with  competitive bid processes, through contract development. The Reentry Service Supervisor will manage a portfolio of contracts and grant agreements. The Reentry Services Supervisor will also play a role in services development and community engagement for pretrial services.

The Reentry Services Supervisor will be responsible for developing a new reentry services community engagement and mentorship strategy that strengthens APD’s partnerships with public and private sector services providers, and which collaborates with stakeholders of the previously incarcerated community to fine tune a mentorship and life coaching program that successfully engages eligible previously incarcerated mentors with young adult mentees ages 18 – 35. The Reentry Services Supervisor assists the reentry division director to develop or mobilize data tracking and evaluation efforts needed to demonstrate the efficacy and effectiveness of APD’s realignment and reentry services, and pretrial services and is also directly involved in applying for local, state and federal grants.   The Reentry Services Supervisor conducts critical analysis of APD’s reentry services protocols and practices and makes recommendations to the reentry director for improvements.

Example of Essential Duties: 

• Works closely with APD’s finance/IT/sworn/operations/training units to continuously and appropriately advance APD’s reentry services work in tandem with the vision, growth and development of all of APD’s goals;
• Under the general direction of the Reentry Division Director, support the operation of the Community Assessment and Services Center (CASC), maintain the CASC one-stop reentry contract, and coordinate closely with the CASC’s lead service provider to ensure alignment between CASC and all APD funded reentry services;
• Helps to develop new community engagement and peer mentor strategies that ensures community awareness of APD’s comprehensive reentry services for all justice-involved SF residents, seeks to explore ways of launching satellite reentry services in tandem with community providers in neighborhoods most impacted by crime and addiction;
• Provides supervision to the Reentry Division’s 9774 Community Development Specialists;
• Develop effective program design and operating procedures, inclusive of data collection, project analysis and reporting, and cost reimbursement invoicing, ensures expenditures remain within budget, and provides coaching to colleagues to ensure successful implementation and monitoring;
• Helps to ensure the successful implementation of all of APD’s realignment and reentry services and consistency of routine program monitoring; identifies implementation challenges, and makes recommendations for improvements;
• Provides technical assistance on developing or evaluating projects to colleagues;
• Leads reentry services procurement efforts including writing competitive bids, overseeing review process and developing contracts or overseeing the contract development work of others;
• Works with Reentry Division Director and Pretrial Services Director to review portfolio of reentry services, identify services gaps and solutions, and update reentry services budget so it reflects comprehensive expenses;
• Works in tandem with Reentry Division team on all reentry services evaluation projects;
• As assigned, seeks and applies for funds from various governmental agencies to augment established reentry funding sources, may work directly with a grant writer on a grant submission, and may coordinate grant activities in partnership with internal or external partners;
• Finds opportunities to collaborate with public, private and community criminal justice partners on researching and envisioning effective reentry strategies and mobilizing coordinated efforts to fund and implement innovative strategies;
• As assigned, attends program related meetings when requested and represents the office in explaining and interpreting program policies and objectives and their applicability to the city and various communities;
• May represent the Division to the Mayor's Office, Board of Supervisors, Controller's Office, other City officials, outside agencies or the general public;
• Provides staff support to department committees, councils, working groups etc.;
• Managing front desk staff and operations;
• Performs other duties as assigned.
