What We Are Looking For:
We are seeking atech savvyProduct Manager with deep public record dataexpertiseacross commercial real estate to builddata richfeatures that power the CoStar platform. You will own the roadmap for publicrecordsearchproductand public record datathat powers the CoStar product. Capabilitiesinclude dataingestion, normalization, linking, quality, anduser-facinganalyticsworking closely with Engineering, Research, Data Operations, Design, and GTM teams. This role will directly support CoStarās expansion in New Homesand global expansion.
This position is located in Richmond, VA and is in office Monday through Friday.
RESPONSIBILITIES:
Product Strategy & RoadmapĀ
Define and drive the vision for Public Record data products used across CoStar modules (property, comps, owner/tenant, new construction). Buildmulti-quarterroadmaps thatexpand product capabilities, deliver new data sets, and unlock new analytics.
Partner with internal stakeholdersto deliver outcomes(Research, Data Ops, Platform/ETL, BI/Analytics, Sales, and Marketing).
Ability totranslate market needs into prioritized epics and measurable outcomes.
Data Ingestion, Quality & ComplianceĀ
Definerequirements for ingesting public records at scale (recording offices, assessors, permit/plan/exam systems, state portals, bulk vendors), including permits,plats, entitlements, certificates of occupancy, assessor/parcel and tax roll data, recorded documents (deeds, liens), and builder filings relevant to new construction.
Specify normalization, entity resolution, survivorship, versioning, and data lineage standards; work with engineering to implement monitoring (SLAs, data drift, schema changes) andrulebased/ML quality checks (dedupe, outlier detection, referential integrity).
New Construction / New Homes
Define data models and workflows that connect permits and plan reviews ā starts ā stages ā COs ā listings ā sales/closings to deliver lifecycle visibility for subdivisions, phases, lots, and vertical construction across SFR, townhome,condo, andsmallmultisegments.Ā
Partner with Design to deliver intuitive UX for builders, investors, brokers, and lendersāe.g., pipeline tracking, market share, absorption/velocity, pricing, incentives, and community amenities.
Delivery & Execution
Author crisp PRDs, user stories, acceptance criteria, and data contracts; manage backlog, ceremonies, and release plans.
Coordinate with Platform, API, and Search teams to expose public record data safely and performantly for internal and external use cases.
Launchfeatures withclear success metrics; produce release notes, enablement, and field training in partnership with GTM.
Stakeholder & Customer Engagement
Conduct discovery withCoStar usersĀ (owners/investors, lenders, appraisers, brokers, developers/builders) tovalidateproblems andpressuretestsolutions.
Basic Qualifications:
5+ yearsof product management (or highly relevant platform/data product role) deliveringdataintensiveproducts at scale.Ā
3+ yearsworking withpublic record datasetsincommercial realestateāe.g., assessors/tax, recorder documents,permits/inspection/CO data, planning & zoning, land records, and subdivision/plat mapping.
Bachelorās degree from an accredited, not-for-profit, in-person, University or College.
Strong technical fluency: data modeling, APIs, event/data pipelines, basics of SQL; comfortable partnering with engineers on schemas, contracts, and SLAs.
Clear, concise writing (PRDs, user stories) and strong stakeholder management.
Priorworkin real estate,proptech, or public data providers.
A track recordof commitment to prior employers.
Preferred Qualifications:
Experience aligning public record data with CRE taxonomies (property/parcel, unit/tenant, owner structures) and linkages to listings, comps, and ownership/portfolio modules. (Owner/portfolio context aligns with internal playbooks.)Ā
Familiarity with entity resolution/ID graph design, geospatial concepts (parcel/lot, subdivision/phase), and address normalization.
Background integratingthird-partyprovidersand working with jurisdictional variability, FOIA/open data processes, data usage rights, and PII governance.
