Responsible for the supervision of the daily operation of phlebotomy services. Organizes and coordinates the daily operation, outpatient phlebotomy services and off-site drawing stations. Perform phlebotomy functions and non-technical duties. Supervise the staff of Phlebotomy Services.The following is a summary of the major essential functions of this job. The incumbent may perform other duties, both major and minor, that are not mentioned below. In addition, specific functions may change from time to time:
Establishes the goals and the policies of the department, reporting procedures, and types of records to be maintained by the department personnel
Compiles statistical data from reports and prepares the necessary budgeting
Supervises personnel and determines workload and requirements
Works with other departments to ensure that new or revised charges are added to charge master
Performs phlebotomy (i.e., venipuncture, fingerstick and heelstick) according to established procedure
Identifies patients and properly labels specimen tubes
Maintains and orders, as needed, inventory and supplies required to efficiently operate the section
Maintains records and documentation in compliance with required rules and regulations of regulatory and accrediting agencies and organizations
Follows the hospital exposure control plans/blood borne and airborne pathogens
Demonstrates respect and regard for the dignity of patients, families, visitors, and fellow employees to ensure a professional, responsible, and courteous environment
Maintains and updates technical knowledge and skills and participate in sharing of this knowledge with the staff
Other duties as assigned
The following qualifications, or equivalents, are the minimum requirements necessary to perform the essential functions of this job:
High school diploma or equivalent with phlebotomist training required
Associate’s degree or equivalent educational/technical training and technical experience
MT/MLT ASCP, PBT(ASCP) or RPT(AMT) required
5 years of technical experience in laboratory and phlebotomy services
3 years phlebotomy preferred
Supervisory experience preferred
Supervisory skills for accepting responsibility, making decisions, directing and supervising personnel within the section
Knowledge to investigate and evaluate new methodologies for presentation to management for approval
Effective communication skills to include listening, writing, talking and reading
Ability to communicate via telephone, LIS, email and verbally
Ability to work efficiently and accurately
Ability to organize and plan work
Knowledge of regulatory requirements including: safety, CAP, JCAHO, CLIA, North Carolina State and federal guidelines
Knowledgeable of Erickson's Developmental model relative to adolescents and adult ages in order to assess qualification and performance of staff and oversee orientation and training of staff who interact with patients in these age groups
Ability to operate equipment at sitting or standing levels
Flexibility and adaptability to work additional hours or shifts and under stress
Capable of moderate amounts of walking, standing, sitting and lifting
Subject to viral and bacterial infections, exposed to blood borne pathogens
Occasional exposure to toxic substances
Good physical health, visual acuity and above average manual dexterity
Manages stress, anger, fear and hostility
Works alone and with others effectively
Works in close proximity to others or in a distracting environment
