ProSidian seeks an Application Systems Analyst III located In Arlington, VA (or surrounding area) to support an engagement for Business Analysis and Management Support Services (BAMSS) on behalf of A Federal Government Agency. The ProSidian Engagement includes but is not limited to Management & Operations Consulting related to non-personal service to: provide competent leadership, and highly specialized support and technical guidance for the planning, development and execution of the entire Technology development and Business Analysis and Management Support lifecycle. Serve as a technical expert for Business Analysis and Management Support Team related activities with specialized experience in current Business Analysis and Management Support benchmarks, practices and testing methods.
The Application Systems Analyst III provides very senior expertise and competent leadership, and highly specialized and technical analysis and guidance, to complex software engineering challenges. Has specialized experience in modern and innovative technologies not yet in wide use. Simultaneously plans, manages, and provides technical oversight for systems analysis and software development activities, including, but not limited to, analysis and design; software development cost and schedule estimation; use of accepted software/hardware engineering practices, design techniques, and tools; and review of new and legacy systems and various deployment models. Analyze existing systems for documenting as-is system analysis and make recommendations to future designs to improve efficiency and reduce cost. Serves as an industry expert on software development tools/applications in one or more areas and has had experience with coordinating the installation, development and management of applications or products. Performs routine complex maintenance and customization of the tool or application and provides briefings to FDIC end users on the effective use of the tool or application. Transitions system development from business to system use cases. Directs completion of tasks within estimated time frames and budget constraints. Schedules and assigns duties to subordinates, and formulates and enforces work standards. Coordinates with the Program Manager to ensure problem resolution and customer satisfaction. Has extensive experience in project management and specific software engineering disciplines described in an actual TA. May serve as TA Manager for one or more TAs.
Expert knowledge of Microsoft Office tools to support the development and maintenance of MS Excel spreadsheets, MS PowerPoint slide presentations and MS Word documents. Possesses the ability to assess and apply multiple organizational, and management improvement techniques in a government environment. Ensures all work products are complete, accurate and conform to The Federal Government Agency standard.
Has the ability to create, assess performance measurements and maintains a comprehensive knowledge of the IT industry, business processes and procedures. Has extensive experience in project management and other disciplines as described in an actual TA proposal. Has the ability to conduct process mapping sessions and identify key control points to be tested. Must be a Certified Information Technology Professional (CTP) and/or a Certified Information Systems Auditor (CISA) and/or Certified Internal Auditor (CIA).
