ProSidian Seeks Prosci Certified Public Protection Management, Operations, and Change Consultant s to serve various roles including but not limited to roles as Change Leaders, Project Managers, Change Management Practitioners, Continuous Improvement Specialists, IT Professionals, Human Resource Business Partners, Organizational Development Professionals, And Project Team Members. Many times these individuals can be former HR Consultants, Communication Specialists, and Organizational Design (OD) Consultants; part of the Project Management Office, or a separate strategy or transformation staff. The ideal candidate will have prior experience with People Development and experience with professional law enforcement both domestically and internationally or Criminal Justice training and operations.
The Public Protection Management, Operations, and Change Consultant will use data-driven solutions to address the human factors related to and affecting an organization’s availability to reach its strategic objectives. The Public Protection Management, Operations, and Change Consultant will support training and consulting requests from both Gov. and Non-Gov. clients throughout the world who are challenged with improving security, Public Protection, Criminal Justice and Rule of Law for their constituents. The Public Protection Management, Operations, and Change Consultant will deliver change management, organization design and governance, culture and technology adoption solutions that enable the success of transformation goals and objectives.
Key tools, techniques, and skills shall include the development and deployment of SERVQUAL – (SQ) Service Quality related initiatives; Business Process; Risk Management; Program/Project Management; Governance, Risk, And Compliance; IT Effectiveness; Human Capital; Training and Talent Management; Strategic Resourcing, Job Task Analysis (JTA); And Organizational Change Management (OCM) Solutions addressing Public Protection, Criminal Justice and Rule of Law Related Training and Consulting initiatives worldwide. Job task analysis is a widely used and internationally recognized tool for validating job content, training effectiveness, and assessing employee performance. Organizational change management (OCM) is a framework for managing the effect of new business processes, changes in organizational structure or cultural changes within an enterprise. Simply put, OCM addresses the people side of change management. IT effectiveness focusses on how technology can be best utilized to help business perform their mission through practical yet technology effective solutions.
The Public Protection Management, Operations, and Change Consultant shall work as part of a collaborative engagement team focused on developing and deploying efficient and effective means to analyze and study police performance with specific-activity based results in order to apply an understanding of their personnel and skill requirements to better accomplish their mission into recruitment, transfers, performance management, motivation, and discipline systems. Work shall aid in reviewing, revising and updating valid job content, employment requirements and core tasks for Public Protection Agency police officers (and staff personnel), determine best stratification methods to sample police population to maximize results, analyze data, and develop final project results.
The Public Protection Management, Operations, and Change Consultant shall perform with collaborated effort of established working groups formed to facilitate various client engagements and task orders where the end state typically includes helping the Public Protection Agency apply an understanding of its personnel and skill requirements to accomplish their mission into recruitment, transfers, performance management, motivation, and discipline systems. This includes but not limited to communicating responsibilities, stratifying mission aligned duties, identifying and analyzing tasks performed, developing the basis of task(s), specifying basic issues related to developing effective training, and laying a foundation for process improvement.
In a phased approach, each member of The ProSidian Engagement Team shall perform with collaborated effort of established working groups formed to facilitate client engagements CONUS/OCONUS. The working groups of each client engagement shall integrate with officials of it respective Public Protection Agencies, Departments, Gov. Representatives, and/or Human Resources division. Other work streams include but are not limited to providing Organizational Change Management (OCM) Program Management Advisory Services to cover requirements that can advise and assist with implementing change in a collaborative manner through ProSidian Engagement Teams of International Consultants constructed for the successful delivery of Performance Work Statements (PWS) with best in class solution providers fluent in both English and native dialects (French, Spanish, Dutch, Arabic, etc.).
GENERAL POSITION RESPONSIBILITIES:
- Apply The Prosci ADKAR Model, SERVQUAL – (SQ) Service Quality, Job Task Analysis (JTA); and/or Organizational Change Management (OCM) Models, Tools, and Frameworks to support improved client future-state organizational design and alignment.
- Collect information to accurately evaluate most personnel management actions, including but not limited to recruitment and hiring selection, training requirements, compensation, performance management and evaluation, appointments, transfers, motivation, discipline actions, and equipment needs.
- Collect Inventory/Needs Analysis and manage the planning, collection, and consolidation of data needed to develop an effective Job Task Analysis (JTA) Surveys.
- Compile, analyze, and segregate data collected focusing on criticalness and frequency of occurrence of all tasks comprising specific jobs
- Design Job Task Analysis (JTA) Survey questions to capture the variety of job duties and responsibilities of police officers; how often the police officers perform the variety of the tasks that they do; and how critical the tasks that they do are to the performance of their job description.
- Develop, present, and deliver comprehensive reports (Determinations and Findings) to top-level leadership about the analysis performed and how the information can improve human resource processes within the Public Protection service once integrated into the recruitment, transfers, performance management, and motivation discipline systems.
- Meet with the top-level leaders to layout the implementation and communication plans and anticipated schedule of conducting client work and assessments.
- Prepare desktop reviews Public Protection Agency Clients Organizational structure, human resource processes and current job classifications of all positions
- Provide input and support work streams to establish frameworks to facilitate and manage involvement of members of Public Protection Agency as observers and/or active participants to empower them to implement the findings and update client deliverables in the future.
- Provide input and support work streams to support and develop basic Awareness Training to be distributed and presented to Public Protection Agency Leadership Personnel including but not limited to information to help apply an understanding of personnel and skill requirements to accomplish mission into recruitment, transfers, performance management, motivation, and discipline systems.
- Provide staffing analysis of various roles and divisions of the Public Protection Agency Clients
- Provide technical and analytical guidance to project team and recommends and takes action to direct the analysis and solutions of problems.
