ProSidian Seeks a AMMS EEOICPA Classification & Declassification Consultant (Time and Materials) located in The Hanford Tri-Cities Area (Kennewick | Pasco | Richland) to support an engagement for the US Dept. of Energy (DOE) Hanford in Eastern Washington (Tri-Cities - Kennewick | Pasco | Richland) Area. AMMS EEOICPA Class & Declass Candidates shall work to support requirements as a AMMS EEOICPA Classification & Declassification Consultant and provide general support services to The Department of Energy (DOE), Richland Operations Office (RL) Assistant Manager for Mission Support (AMMS). DOE-RL Office of Assistant Manager for Mission Support (AMMS) is responsible for Long-Term Stewardship (LTS) Program Management.
The Hanford LTS Program is responsible for the management of the geographic areas for which active cleanup has been completed. This management is performed in accordance with the post-cleanup requirements specified in the associated cleanup decision documents. This work shall be performed on an as-needed basis (Not to exceed 335 hours total per fiscal year).
The EEOICPA mission is to protect the interests of workers who were injured or became ill on the job, or their families, by making timely, appropriate, and accurate decisions on claims and providing prompt payment of benefits to eligible claimants. The AMMS EEOICPA Classification & Declassification Consultant shall provide support in the following areas:
- As a Hanford Authorized Derivative Classifier, The AMMS EEOICPA Classification & Declassification Consultant shall perform requested document reviews of Hanford current and/or historical documents. In performance of this scope, The AMMS EEOICPA Classification & Declassification Consultant shall: Provide an estimate of the time required to perform each requested review. | Identify unclassified sensitive and/or classified information as determined by DOE Orders, Manuals, and Guides. | Mark, handle, and store the reviewed documents for the types of information identified in accordance with DOE Order requirements. | Identify the number of document pages reviewed for each request.
- As a Hanford Authorized Derivative Declassifer, The AMMS EEOICPA Classification & Declassification Consultant shall perform requested declassification document reviews of Hanford current and/or historical documents. In performance of this scope, The AMMS EEOICPA Classification & Declassification Consultant shall: Provide an estimate of the time required to perform each requested review. | Determine if unclassified sensitive or classified information is contained within the documents based upon written DOE guidance provided by the RL Classification Officer.
The contractor reviewer will review the documents identifying and bracketing any unclassified sensitive and/or classified information that may exist within the document. Redaction of some portions of the document will occur as directed.
- Upon completion of the document review effort, each requested document shall be properly marked to identify its current status.
- Develop and conduct training for Hanford certifying Derivative Classifiers, Derivative Declassifiers, and Unclassified Controlled Nuclear Information (UCNI) Reviewing Officials.
- Utilize training materials and information from the DOE Office of Classification to the extent practical and as applicable to the Hanford Site.
- Develop Hanford specific training exercises and exams for use in these training courses.
- Review draft DOE Classification Guidance, bulletins, orders, manuals and other forms of requirements and provide written comments to the RL Classification Officer within the requested time frame.
- Conduct searches for specified information contained in classified records, documents and other resources as requested by the DOE-RL Classification Officer or the DOE-RL Security and Emergency Services Division Director. This task may include conducting interviews of federal employees, DOE contractor employees, and members of the public. The AMMS EEOICPA Classification & Declassification Consultant shall document the results of the requested search and provide to the requestor within the specified time frame.
- Assist DOE-RL in conducting self-assessments of the DOE-RL classification program. This involves assistance with development of an assessment plan, document reviews, field work, and development of an assessment report using the DOE Office of Classification format and lines of inquiry for assessing DOE classification programs.
- Mark, handle, and store the reviewed documents for the types of information identified in accordance with DOE Order requirements.
- Identify the number of document pages reviewed for each request.
- Redact portions of the documents reviewed as directed by the DOE-RL Classification Officer.
- Provide draft training materials with specific training exercises and exams to DOE-RL Classification Officer.
- Provide written comments of draft DOE Classification Guidance, bulletins, orders, manuals and other forms of requirements to the DOE-RL Classification Officer within the requested time frame.
- Document the results of the requested interviews/search and provide to the requestor within the specified time frame.
- Assist in development of an assessment plan, document reviews, field work, and development of an assessment report using the DOE Office of Classification format and lines of inquiry for assessing DOE classification programs.
