ProSidian Seeks a Contractor Industrial Relations Operational And Administrative Business Support Specialist located in located in The Hanford Tri-Cities Area (Kennewick | Pasco | Richland) to support an engagement for the US Dept. of Energy (DOE) Hanford in Eastern Washington (Tri-Cities - Kennewick | Pasco | Richland) Area.
The ProSidian Engagement Team Members work to provide General Support Services Contractor (GSSC) assistance to support DOE Hanford [which consists of Richland Operations Office (RL), and Office of River Protection (ORP)] in support of the Govt’s operations, personnel management, and general administration of regional operations at the Hanford Site in Richland, Washington.
ProSidian Consulting's work includes supporting DOE requirements for consulting support, acquisition support, program/project management support, operational/administrative business support, and environmental consulting support.
It is also ProSidian's duty to protect all classified information, special nuclear material, and other DOE property and work in accordance with DOE security regulations and requirements to maintain responsibility for protecting all classified information and all classified matter (including documents, material and special nuclear material) which are in every Engagement Team Member's possession and in connection with the performance of work under this contract against sabotage, espionage, loss or theft.
- AMB CIR OA B Support Candidates shall work to support requirements as a Contractor Industrial Relations Operational And Administrative Business Support Specialist and provide Contractor Industrial Relations (CIR) Operational And Administrative Business Support (OABS) services to The U.S. Department of Energy (DOE), Richland Operations Office (RL), Assistant Manager for Business and Financial Operations (AMB).
- Assist with Davis-Bacon Act (DBA) Semi-Annual Enforcement Report – issue request for data, track submittals, and approve in the Workforce Information System (WFIS) database. Timeframe is approximately April 1st and October 1st of each year. Related Tasks Include: Check for submittal of Standard Form (SF)1413s and review accuracy of completed forms. | Access certified payroll mailbox and move submitted payroll records and SF-1413s to Integrated Document Management System (IDMS).
- Based on reviews identified in monthly reporting, perform follow-on tasks such as send e-mails or place phone calls to Prime Contractors to address identified concerns (no tracking or follow-up will occur with the exception noted in the 2nd bullet below). Maintain and file e-mails which will be retained for documentation. Examples are: No receipt of SF-1413s or late, certified payrolls late, or travel pay not paid properly. | Where there appears to be a violation of pay, follow-up will occur with the Contractor. | Work with Contracting Officer, where appropriate.
- Assist with Hanford Site Stabilization Agreement (HSSA) changes – occurs multiple times a year (approximately 8).
- Review letter and attachments submitted to DOE from Bechtel National Inc. This Includes review of HSSA Appendix A change (wage and fringe benefit changes) against submitted Union settlement documents included as attachments for any discrepancy. If discrepancy, work with prime contractor to correct. | If no discrepancy, prepare letter to Department of Labor (DOL) transmitting change to be included in Wage Determination (WD) for CIR Team Leader signature; Check DOL website to see if submitted changes were made and compare against what was sent to DOL – work with DOL if changes are not reflective of data submitted; and, File document (hard copy and electronic).
- Check each of the Prime Contracts for updates on Service Contract Act (SCA) Wage Determinations.
- Notify DOE Contracting Officer when updates are necessary and provide applicable wage determination to be incorporated into contracts.
- Assist with research of Federal regulations, DOE policies, and DOE guidelines related to SCA and DBA. Provide subject matter expert research using independent thought and provide recommendations for modifications to other contracts. Conduct research and document findings with recommendations that have the potential to impact multiple cross-cutting Contractor procedures.
- Attend conferences and trainings related to the scope of work.
