ProSidian Seeks a Government Accounting and Budget Support Specialist (Full-Time) in located in The Hanford Eastern Washington (Tri-Cities - Kennewick | Pasco | Richland) Area. to support an engagement for the US Dept. of Energy (DOE) Hanford.
The ProSidian Engagement Team Members work to provide General Support Services Contractor (GSSC) assistance to support DOE Hanford [which consists of Richland Operations Office (RL), and Office of River Protection (ORP)] in support of the Govtâs operations, personnel management, and general administration of regional operations at the Hanford Site in Richland, Washington. ProSidian's work includes supporting requirements for consulting, acquisition support, program/project mgmt., operational/administrative business support, and environmental consulting support. It is also ProSidian's duty to adhere to regulations covering the responsibility to protect classified matter (including documents, material and special nuclear material) in connection with the performance of work under this contract.
FY19-005: Hanford Budget Support Candidates shall work to support requirements as a Government Accounting and Budget Support Specialist and provide budgetary business support on behalf of The United States Department of Energy (DOE), Richland Operations Office (RL) Budget Division (BUD)
Budget Support Specialist (Funds Control Support Specialist) shall provide support in the following areas:
- Receive preallocations (formerly known as âallotmentsâ), approved financial plans (AFPs), and other funds allocations. Request advice of allotments (AOAs) from issuing offices. Align the funds for their intended purpose and release for RL and Office of River Protection (ORP). Update funding table with recently received funds and share information to BUD team. Process certificates for withdrawal of funds.
- Maintain advice of allotment (AOA) detail data and SF-132 Apportionment Schedule file.
- Allocate and record obligation of funds within DOE funds distribution systems, DOE official financial system of record, and local budget systems.
- Assist with controlling funds to prevent violations of the Anti-Deficiency Act and administrative controls. Compile and provide reports to BUD as needed.
- Analyze commitments, obligations and costs to control funds within limitations.
- Serve as the BUD focal point for audits and reporting of data for the Comprehensive Field Financial Review (CFFR) program. Assist with the RL and ORP internal control testing as required by Office of Management and Budget (OMB) Circular A-123 in support of the efforts to ensure proper control, expenditure and accounting for appropriated funds.
- Serve as the BUD focal point for incoming work requests from external customers. Receive and process incoming inter-entity work requests from external customers (e.g., inter-entity work orders (IEWOs), requests for services (RFSs)); perform quality control; coordinate with requestors, suppliers, and contracting officers; enter in budget and financial systems.
- Assist with funding for rent and utility purchase orders, including telecommunications, and information technology requirements. Analyze requirements, process requisitions, and coordinate with program offices and headquarters (HQ) to ensure sufficient funds are available, invoiced, accrued and paid.
- Maintain Budget Support Specialist (Funds Control Support Specialist) allocation table (CAT), record and report allocations of annual ceilings by contractor, project baseline summary, and other control points.
