ProSidian Seeks a Workforce Planning (WFP) Consultant - Business Transformation (BT) Initiatives in CONUS - Silver Spring, MD (Plus Work Remotely) to support an engagement for an agency of the US Federal Govt. that regulates clinical investigations of products under its jurisdiction, such as drugs, biological products, and medical devices.
The ProSidian Engagement Team Members work to Business Transformation (BT) Support Services for initiatives aimed to align People, Process and Technology of the agency's financial community to be more closely linked with the strategy and vision for protecting the public health of the nation. Key objectives are to integrate and maintain financial management activities, business processes, and customer service using project management, administration, and change management techniques.
Workforce Planning (WFP) Consultant - Business Transformation (BT) Initiatives Candidates shall work to support requirements for Program Support and Workforce Planning (WFP) Initiatives. This position Provides workforce planning and human resources support to enable the Fed. Govt. Agency leadership to make informed and strategic decisions about the workforce and drive targeted talent management solutions.
Key project workstreams align with BPA Statement Of Work Workstreams: 3.9 - Workforce Planning (WFP). The Workforce Planning (WFP) Consultant shall employ a continual process to support the Fed. Govt. Agency in aligning the needs and priorities of the Fed. Govt. Agency with those of its workforce to ensure it can meet its legislative, regulatory, service, production, and organizational objectives using evidence-based workforce development strategies. Representative activities may include but are not limited:
- Apply a systematic, fully integrated organizational process that involves proactively planning to avoid human resource surpluses or shortages.
- Forecast the Fed. Govt. Agency's human resource needs and build business cases accordingly.
- Ensure efficient staffing by streamlining employee-related, day-by-day operations with currently available staff.
- Provide comprehensive WFP, with recommended strategies to close resource and capabilities gaps.
- Update the Workload-Analysis-and-Projection Tool (WAPT), an excel-based tool for the development of staffing business cases, succession planning, and back-up plans. Examples of updates include changes in activities of current staff and new staff through hiring, considering transactions, process steps, and level of effort.
- Create and update employee performance evaluation materials, competency area descriptions, and position descriptions as needed to reflect new staff (through organizational integration or hiring), new staff responsibilities, and/or leadership expectations.
- Conduct a comprehensive workforce impact assessment, including integrating new organizational processes, activities, and staff while, identifying and incorporating changes in work area responsibilities and related activities, and determining the need for employee development support.
- Deliver, enhance and expand the current catalog of financial related training courses in order to support transformational change in the Fed. Govt. Agency's financial business processes and systems.
- Support WFP and provide for ongoing organizational change and transition enhancements.
- Provide structured WFP, organizational change implementation and human resources services support to enable the Fed. Govt. Agency to put into place and maintain the appropriate level of resources with the right capabilities.
- Ensure effective alignment across all business transformation initiatives and services provided to effect measurable changes in the Fed. Govt. Agency's ability to function with its suite of financial systems.
