ABOUT OATH:
The City of New York鈥檚 Office of Administrative Trials and Hearings (OATH) is the nation鈥檚 largest administrative tribunal, holding approximately 400,000 trials and hearings a year. As the City鈥檚 central, independent administrative law court, OATH adjudicates a wide range of matters filed by nearly every city agency, board and commission. OATH also houses the Center for Creative Conflict Resolution which provides mediation and restorative justice support to City government agencies and the general public, and the Administrative Judicial Institute, a resource center that provides training, continuing education, research and support services for administrative law judges and hearing officers.
JOB DESCRIPTION:
In order to ensure that unrepresented respondents appearing at OATH receive equitable and fair treatment, OATH鈥檚 Office of the Ombudsperson/Pro Se Clerk (also known as the OATH Help Center) has a presence in each OATH borough location. This unit is staffed by Procedural Justice Coordinators (PJCs) who help unrepresented respondents understand summonses, the adjudication process, and OATH鈥檚 procedural rules. PJCs provide respondents with information to help them make decisions about resolving their summonses. PJCs do not provide legal guidance or representation.
Under the direction of the Ombudsperson/Pro Se Clerk, OATH seeks to hire one (1) full time Procedural Justice Coordinator (PJC) who will assist with the above-mentioned goals at each OATH location.
Specific duties of a PJC will include, but are not limited to:
- Working directly with unrepresented individuals and businesses who receive summonses to explain OATH鈥檚 rules, processes, and procedures.
- Assisting the public through in-person engagement, as well as by telephone, text, and email correspondence.
- Ensuring that unrepresented respondents understand their summonses and any needed correction process, in person and remotely.
- Assisting unrepresented respondents in the preparation for their hearings, filing of forms, and appeals, etc.
- Assisting respondents who appear at OATH鈥檚 locations in person at the customer service windows.
- Assisting eligible respondents with onsite community service.
- Traveling to and working at any of OATH鈥檚 hearing locations, as needed by the unit.
- Referring eligible respondents to various Pro Bono programs for legal assistance and representation.
- Tracking and entering work performed in the Help Center Application.
- Identifying policies and procedures that need improvement and making recommendations thereto.
