Job Description:
HPD鈥檚 division of Economic Opportunity and Regulatory Compliance (EORC) promotes inclusion and economic opportunity while also enforcing legal requirements on existing projects. The Labor Monitoring Unit (LMU) is a department within EORC and monitors affordable housing construction projects to ensure compliance with applicable federal, state, and local labor laws. LMU鈥檚 labor compliance officers analyze payroll records and make field visits to affordable housing construction sites. They establish contact with laborers and mechanics in the course of performing investigations to detect wage theft and ensure compliance is met on Minority and Women-owned Business Enterprise (M/WBE) contracts with participation goals and other labor standards requirements. Labor compliance officers are required to regularly make unannounced visits to construction sites, respond to tips, and investigate labor standards complaints.
HPD is seeking a highly motivated individual to join LMU鈥檚 team of labor compliance officers. The selected candidate will monitor federally funded HPD-assisted construction projects subject to prevailing wage and other labor standards requirements.
Tasks will include:
- Monitoring labor law compliance on federally funded HPD-assisted construction projects subject to prevailing wage and other pay requirements;
- Monitor M/WBE participation goals on federally funded HPD-assisted construction projects;
- Analysis of payroll records to identify potential wage underpayments and other labor law violations;
- Review and verify submitted certified payrolls for accuracy;
- Prepares approved payroll packages and finalize review process;
- Conducting frequent unannounced visits to active construction sites and documenting observations;
- Interviewing laborers and mechanics both in person and by phone to assess labor conditions;
- Communicating with employers to gather payroll related information and provide labor law education;
- Performing complex calculations to determine restitution owed to underpaid workers on projects;
- Coordinating with internal and external partners to collect information to support enforcement action;
- Writing detailed reports to document monitoring and investigative activities;
Preferred skills:
- Knowledge of labor law and/or prevailing wage laws and regulations and/or experience related to labor law enforcement;
- Strong organizational, written, and interpersonal communication skills, effective time management, detail-oriented;
- Comfortable working both individually and in group settings;
- Computer proficiency in Microsoft Word and Excel and ability to learn computer systems and databases required;
- Experience in debt collection;
- Bilingual, Spanish speaking preferable.
