Your Team
As part of the Office of Finance and Administration, the Division of Capital Planning is responsible for the planning and management of funding for the agency鈥檚 capital program, which includes affordable housing development, technology initiatives, and critical housing infrastructure projects. The division has oversight of HPD鈥檚 $20 billion Ten-Year Capital Strategy and works closely with the Office of Development, HPD Tech, and Division of Operations & Support Services along with the city鈥檚 other capital agencies to conduct financial analysis, review underwriting, shepherd projects through the approval process, and provide guidance on the eligible use of capital funding in accordance with the Comptroller鈥檚 Directive 10.
Your Impact
As a Capital Analyst, you will play an integral part in the agency鈥檚 capital planning process and work to secure funding approval for affordable housing projects. Your efforts will directly contribute to the preservation and new construction of affordable housing in New York City, which are vital to both the success of the Mayor鈥檚 housing plan, as well as the agency鈥檚 mission to create and preserve quality and affordable housing for the city.
You will receive on-the-job training on the city鈥檚 budgeting procedures, as well as the fundamentals of real estate finance for affordable housing. Throughout the course of your work, you will develop broad knowledge of HPD鈥檚 loan programs, statutory lending authorities, and the requirements for capital spending.
Your Role & Responsibilities
Under supervision of the Director of Capital Planning, with latitude for the exercise of independent judgment, you will be responsible for managing capital funding requests for affordable housing projects pursuant to the Mayor鈥檚 Office of Management and Budget鈥檚 (OMB) Certificate to Proceed (CP) process.
You will review and evaluate project submissions and assess any budgetary and policy implications. You will serve as a liaison to OMB by advocating on behalf of your assigned portfolio of projects; ensuring that questions are answered in a timely manner; and troubleshooting any issues necessary for final review and CP approval. Although most of your work will be done individually, you will be required to develop strong working relationships with both internal and external stakeholders. Additionally, you will maintain internal tracking of various project data for pending and approved CPs; conduct ad hoc quantitative and qualitative analysis as needed; and prepare briefing materials, memos, and reports.

HPD seeks an inquisitive analyst who exhibits a strong sense of initiative and accountability. Preference will be given to candidates with one or more of the following skills:
- Ability to simultaneously manage multiple projects with competing deadlines
- Critical thinking and analytical skills
- Excellent interpersonal and communication skills (both oral and written)
- Strong fluency with Microsoft Office 365 (especially Excel and Word) and willingness to learn new applications
- Interest in affordable housing policy issues
- Familiarity with the city鈥檚 budgeting process
